In Franks defense, line limits are kind of ill-defined. If any limits are applicable word limits would be much more precise but individuals would probably not like that idea.

For example, what if Frank submitted with the following formatting instead;

"crab in the bucket

you owe me a sandwhich for 365 luncheons
if there sand in the sandwhich
- I dumped it
