I agree that it's kinda slow paced at times. I just started watching this show a couple months ago or so myself and I appreciate the time they took on season 1 since you truly got to know everyone and their agendas. The characters and their personalities in this show is fucking remarkable (I'm at season 4 now.) They're going for a realistic approach and it wouldn't be very realistic if it was filled with lots of action and shit going on non-stop. Seems to me they're trying to cover all sides of the drug trade from the detectives and police departments way of handling it to the politics behind it, street dealers and people up the chain. And I think they're a fucking good job at it.
Then again I like slow paced series/movies and thought out plots. If you don't like shows that can be slow paced at times this might not be for you, but I'd advice you to watch the entirety of season 1 before you make an opinion.

I love the fuck out of it though.

I'm definitely watching it all but I don't see the hype yet. Seems like your average cop show except they kind of just jump into a plot made out of thin air
