it's tough to say, depends on how you define "best." Is it purely lyricism? Is it influence on the game? Is it crossover appeal? All of the above? How much does their production weigh into it? Nah mean.

But to answer your question, I'd have to go with........Pac, Em or Nas. All for different reasons. Maybe Mos Def, that Blackstar album is top 5 imo. There's a list of acceptable MCs for that answer.
