I mean, school funding is a whole other thing and just saying 'test scores = funding' is a gross oversimplification, but the Bush and later Obama iterations of the ESEA are basically why that's going on

Funding is mostly tied to AYP, but it's not like 'score = money we give you'. Even the federal government isn't that retarded with education. There's also the growing push toward 'school choice' and 'right to work' that are a bigger strain on teachers in my region |
