Reason I asked is that there exist some black n white footage of Elvis getting a medal where the same issue occurs. This 8mm reel was in a private collection non profit.

1) is it verified?
2) if so, has a reputable source confirmed such an issue when viewing the original 8mm? (If the proof is based on a digitized version, or a "fixed" version using new computing, than the same errors as any digital video could/would occur)

Verified that the reel is real, the event was real, and it's the only copy in black and white that exists. Interestingly enough there is a digitized color version where the issue does not occur.
