That's a broad phrase to use in a discussion about something very specific and considerably outside the realm of probability.

If these people are as diabolical and wield as much power as you suggest, then they wouldn't need to use civilians as cattle for their wonder drug; they could just clone people or a number of other more likely scenarios than the one being proposed.
