What happened was he tanked with a bunch of casinos in the 1990s, claimed the losses on his taxes and then was refinanced by investors because his personal brand was considered too strong and too tied to the properties to allow him to go broke entirely. He avoided paying taxes for around 18 years despite not actually losing much money.
