All others must submit a petition with their attached 2 page vote (citing references) and wait the mandatory 5-day waiting period before hearing a response on whether or not their vote will be considered.

After 100 such of these votes have been collected, then 10 shall be chosen by a panel of expert veteran writers and those 10 shall be included in the matchup. At any time, if the two battlers disagree with any of these "non-veteran" votes, then they will be thrown out at said time.
