Yeah, he was a badass in the comics. I heard they didn't even do anything with the rings, as far as the powers each one holds.

He has ten rings, one on each finger, each which have different powers. Like fire, wind, moving matter and some crazy shit. He can also break Iron Man's armor with his fists. Hopefully they at least kept that in.

The Mandarin is portrayed as a genius scientist and a superhumanly skilled martial artist. However, his primary sources of power are ten power rings that he adapted from the alien technology of a crashed space ship. Each ring has a different power and is worn on a specific finger.
