no, we want war, but we can't look like the aggressors, hence biological, covert/economic warfare. Sanctions are acts of war for christ sakes, you're directly affecting the wellbeing of a nations people by cutting off valuable trade, supplies, etc. We've been at war covertly with Russia, China, N Korea, Cuba, Venezuela............and the list goes on and on for years and years.
