Rubbish. I hold women to exactly the same standards. If a man has his dick out I expect him to get arrested. If a women literally has her titties out I expect the same. If she's showing cleavage or wearing tight jeans, that's her right and no a man does not have a right to catcall her because of it. Similarly, if a man is shirtless or wearing those super tight compression pants you can see te outline of your dick through or w/e a woman doesn't have the right to catcall him because of it.

Maybe you'd see it better if I put it like this: instead of a woman catcalling you, who is not physically threatening and whom you might be imagining is somewhat attractive, imagine it's one of those gay dudes that hit the gym HARD. A dude that is fuck off big, that you can easily gauge you have no chance to best him if it comes to that. Imagine you're going about your business.
