I feel pairing no shows is a bad idea. It seems good on paper however its nearly impossible to give a fair and adequate vote for two pieces with different topics. Simple too many variables. What if, for instance, there was a predetermined line limit for one piece causing the verse it was paired with to have a massive length advantage? I feel you on the no shows, believe me, but my prior experience voting on no-show paired battles leads me to believe it's not the solution. I feel punishments, especially for repeat offenders, is a much better approach.

EDIT: Perhaps punishments that would better the tournament, for example requiring the no shower to vote on 6 battles as opposed to 3 before re-entering the league.
