on the indies, look, gimmick, moves, finishers are usually up to the wrestler. I may, as a veteran offer suggestions to a young guy for a gimmick or a finisher.
In WWE, management might give someone a move and tell them to use it but mostly its what the worker can do well and safely.
Gimmicks are mostly up to WWE management.
