fix or remove the rep system

yeah, the weight of the crazy mod rep at like 30473043728472901 vs reg member at like 9 points is off

it needs to be reset back to normal values, then add rep titles for varying levels of pos/neg rep. everyone with green is just "beyond repute" and all the red just says the name. I'm sure we could all band together to make set of lolz +/-titles for the rep system, it wouldn't take much.

for newbs on the board it looks lazy/bad to have a half assed hack on the side that nobody uses/cares about.
