okay what you dont get is that the attack I was trying requires the victim to download a file, which when clicked and ran gives access to their files.
other ways would take much longer since I would have to scan your ports and find vulnerable software on your pc.

Yes, if someone intentionally downloads server-client malware (written by someone far more intelligent and capable than you) and proceeds to give you their public IP address, turn off their anti-malware and anti-virus software, and disable their firewall.. you will be able to access their machine.
