to make sure the tournament has as little no shows as possible.. weeding out those who haven't any history on the board and are likely to be ghost. it makes for a more cohesive tourney.. if you can't understand that, then you don't have the intellectual capacity to able to win it anyway so don't worry about being cut.

i'd cut me for example if there were people more likely to show, as i am not..
