If she's showing cleavage or wearing tight jeans, that's her right and no a man does not have a right to catcall her because of it. Promoting equality doesn't mean ignoring physical facts. By and large, men are bigger and stronger than women, so when a man catcalls a woman it can be perceived as physically threatening, which is not the case vice versa. Which is why I tried the analogy of the buff gay gay. Still doesn't make women catcalling men OK.
