are you up on this whole government controlling the weather theory?

I know its an old one but recently people have been video taping themselves burning snow. melting snow should turn into water. this stuff that has been hitting us apparently turns black.

ive been saying that the government controls hurricanes, blizzards and earthquakes for quite some time.
