I'm not trying to bust balls here but this seems absolutely counter productive.

I'd imagine that you would want to simulate living at high altitude and working out at sea level. That way you have the benefit of high level red blood cells and can maximize it at sea level intensity. Because there is no way that you can have the same intensity of workout with lower oxygen levels.
