Here is a cool picture to help understand what its describing:



It's saying the diameter of the circle at the surface is 10 cubits, and that the circumference of the circle is 30 cubits. (The 5 cubits is the depth, but that's irrelevant.)

So, according to this, the ratio of the circle's circumference to its diameter is 30/10 = 3.

However, its been known for a long time that the ratio of a circle's circumference to its diameter is 3.14159... (it's an irrational number, the decimals continue forever without any pattern).
