Nah I rolled south from where you start and ran into a prison and the town with the knock-off Bonnie and Clyde shit...isn't that fallout 3? and you get the option to blow up the town?

Word, that is where I'm around. Primm is the roller coaster town with Bonnie and Clyde exhibit, and the prison of Powder raiders are close by
