There are different time signatures its true. But 99.9 of hio hop is 4/4. Most music except classical is 4.

This is so odd.

A bar of lyrics is the amount of words necessary to fill one bar of music. Which is 1..2..3..4... at whatever tempo the beat is set at. There are 16 of those musical segments in the typical hip hop version section of a song. Traditionally, that was broken up into 8 couplets, 16 lines, with one line roughly equivalent to one bar of music.

When someone talks about dropping a 16... they mean dropping a sufficient amount of lyrics to fill up 16 bars of music. It’s virtually always 16 rhyming lines.

It’s not that difficult.
