DJ Premier's greatest accomplishment might have been making Group Home listenable. His work on Livin' Proof (the full album) is some of his best for a pair of rappers who definitely didn't deserve it.

I'd put Kanye West in serious contention.
J Dilla is dope, but not on the same level. I personally enjoy Jake One and Madlib production just as much as Dr. Dre's if not more in many cases, but it wouldn't be accurate to say that they're "arguably better" because theyre not.
