That’s true because there is a difference between racism and xenophobia though it can definitely be argued that one arises from the other.
But I’m inclined to believe that actual racism is taught where xenophobia is a natural quality that arose in human nature to basically not get eaten. Racism is a concept that man thought up, and then spread. It doesn’t arise naturally.
