The Brookings Institute amongst other think tanks (Rand Corporation, etc) are known to advise in these types of situations. These dudes are brains who get consulted on an analyrical basis by the gov and alphabet gangs/ black ops who basically evaluate the decision making and benefits of say a 9/11, an assassination plot (soft kill, hard kill wacks) or something like this to get every beneficial avenue out of it from the public spectrum and political spectrum
