But approval technicalities could be stymied by something like, the extension request has to have the opponent mentioned so its less likely to be missed, and if there's no response within 24 hours its automatically granted, and extensions can't be requested within 24 hours of the deadline. Boom soblem proved!

That's a lot of shit to keep track of and would lead to a lot of bitterness. A two-vote penalty ensures extensions are available but also makes them less desirable.
