He shouldn't is the point. There is a difference between on top and having top control. The guard is designed specifically as a position of control for the bottom fighter. Once they are engaged in it the top fighter needs to fight for control...otherwise, by design the bottom fighter is in control. Which is exactly why Shields did nothing. He knew Maia was in control and he doesn't have the necessary skills to neutralize that control from within the guard. Any fighter will tell you the same.
