That isn't how a democracy works, it is called social responsibility, it was one of our most important advances in our history, it gave us better life expectancy and helped us thrive, there is evidence of cro magnon man and even Neanderthal caring for the old and wounded, and keeping them alive. It falls on everyone's shoulders and rightly so, if you don't like it I suggest you relocate to a forest or something because that is how and why civilisations work, it is our responsibility to treat any illnesses people have within our own cultures, and I'm not saying that through emotion, it is simply beneficial to humanity to treat the ill and continue to try and find cures.
