Depends on the motivation behind it. If there's nothing unusual about your appearance and you're just seeking perfection then yes, that speaks to a serious character flaw IMO. But, if you've got something going on like NO boobs or a seriously HUGE beak of a nose or w.e., something that society will relentlessly tell you is unacceptable and ugly... Then I could understand the motivation to change it.

How do people feel about circumcision? (bearing in mind that no major medical association in the world considers the benefits to outweigh the risks enough to recommend it)

Is this not then also a cosmetic surgery?
