Cuz thats what first responders call the Hazmat garbage can for short, you see. They have no time to call it anything else so they abbreviated it.

To save time. Totally common term for a garbage can in a biohazard area of a hospital. Totally and completely normal abbreviation of a specialized trash can containing soiled and possibly contaminated items.
