Not directly no. He is bound to his word. He will authorize sin to be done to accomplish his mission. He cannot lie. But will authorize a lie because righteousness trumps truth. This is a deep teaching.

You just equated humans and god in example 2
How can an all powerful being not do something? God should not be able to make a stone he can’t lift, because that would mean he isn’t a being of actuality and is partly potience. He either can’t do something, and so isn’t really Omni god, or has the potential to be less than god, meaning he can’t be god because god must be a being of actuality.
