As far as I understood at the pro level, leading with the helmet isn't the issue. It's when leading with the helmet results in helmet to helmet contact - if seen is called.
So a defender can lead with his helmet as long as it doesn't result in helmet to helmet contact - same with runner when they brace for impact. They can also lead for the brace as long as it doesn't result in helmet to helmet contact.
That's just my interpretation of it. Youth football encourages heads up tacking and no leading, PERIOD. Leading with helmet at the youth level will get the kid ejected and suspended 1 game on 1st offense.
