Default Oats and other writer dudes journalists ot what you call it

What is the purpose or meaning of putting words in brackets when quoting someone? I see it alot when reading statements. I used to think it was filling in the blanks. For example

"[I want to] come in and just lead by example blah blah."

But you can find the press conference and see they said i want to. It didnt need put in to make sense of the statement.

Anybody shed some light?
