one of the first comments on WSHH is probably something around the case.

there are still nerves and muscles in the fish. it's not moving with any purpose or consciousness it's just a physical reaction to being touched. the fish is not intentionally moving it, it is just moving autonomously as a "kneejerk" reaction because it hasn't lost whatever energy and nerve connections exist inside the fish yet.

when she isn't touching the fish, it doesn't move.
