Line limits are a restriction but I think they would promote more creativity and selective word choice to be effective in fewer lines. I think this would also help with vote quality / consistency because it is easier to give detailed feed on shorter pieces.

The 'both writers agree' clause can extend to pretty much anything. Negotiate your own restrictions and conditions on battles! I like it. General rules will remain the same though, but creating exceptions on an individual basis is legit.
