its some high ranking officials for sure, the yellow king is gonna be "eddie" or whatever, the governor. the sheriff is in on it at a closer level, its a pagan ritual disguised as satanism where they are sacrificing children and women to there gods. like the mock sacrifices in modern bohemian grove shit, but for realio. those one dudes were nobodies, they are the same as the farmer in rome who raised cattle/oxen. but its the priest of jupiter that cuts its throat and its the rich who bathe in its blood and offer it to the gods
