I actually have a few bootleg systems, some work well, some have issues. The best thing to do is use an emulator program and play the games on your pc, tablet, laptop, etc. Also emulators and roms work well on Ouya system.
If you buy one of those systems, you will still have to buy the actual games and some of them shits can sell for $100+ if they are rare now. You can download shit for free. I built my shit up on a micro pc and run it to my tv, I can play the games with my PS3 controller. That's the way to go.
