The only real way to rate it is wins (tournaments, leagues, etc) and other accomplishments, though you do have to take into account the competition they faced.

The general consensus is good to a degree, but you can really only rate what you see, there are writers who stopped posting years ago who were amazing, and there are also writers who just recently started posting who i think probably don't get taken as seriously as they should because they are new, and we as humans have this awful tendency to overly glamorize the past.

There really isn't a huge difference between the level of talent a lot of people have, i could think of about 20 people who could make a claim to be number one.
