The East is HORRIBLE this year once you go past the Pacers & Heat. So the Wizards, if they stay healthy can definitely get in. As 3 seed? Nah. I can see them stealing the 4th, but possibly around 5th at the least. They need to string off some wins and beat some of the good teams consistently, for me to believe they'll get 3rd seed.
