I suppose. I've seen that Sports Science ep. It's ridiculously biased. In rugby, an average tackle isn't hard at all, it's more tactical and the point is simply to stop your opponent from moving forward. Once in a while you'll get deadly hits that injure people, but if we're talking about force - that's on the individual, his size and power. Has nothing to do with whether it's NFL or Rugby.

Besides, this normally turns into a "which is tougher" debate, so it's w/e.
