the moon's orbit deteriorates at a very slow rate, but that's because paths of orbits are approximations. Mars' moons, on the other hand, are deteriorating at a more legit rate. Orbits that do this are beneath the level of geosynchronous orbit or are in retrograde and are sapping rotational inertia from the planet
