anyone open the tattoo parlors yet? I just finished the mission where

where Franklin, Lamar, and Stretch go to a "drug deal" at the recycling plant and get set up
is it available already/where, or do I have to get further in the game / by how much?
I'm trynna get the rich white dude tatt'ed up head to foot lol
