the place is so vacant in large areas that there is no humans, the humans that leave leave behind there dogs because they are the scum of the earth. they form packs of up to 20 and run rampant finding shelter in abandoned homes and buildings. random bums will feed them etc
its basically just showcasing the extreme poverty the city is in.
but who gives a shit, its detroit. it failed. let it die. history is full of failed settlements. they may boom for awhile but once they become irrelevant there is no point in holding on.
