To be honest it depends -

You could make one - coded from scratch via notepad - You can learn basics easy enough but if you wanna make it decent youll need to put some effort into it plus youll need to get it hosted which will cost.

You could make one via wordpress - you can edit the php on it to edit certain things which doesnt require to much coding knowledge plus they have apps to download and finally its free.

copy and paste that into notepad save it as a .html file and voila you have the start of your probably very crap site....

that's a static site though, youd have to edit it if you want new post, and make new pages if you want new pages rofl, wordpress is the only way to go nowadays if you want a dynamic site.

wordpress.org is self hosted, and wordpress.com is hosted on there site, and you can't do shit to it, its like having a tumbler or blogger blog, with wordpress.org you can install it on your own domain and install/make your own plugins.

They pretty much have any plugin your looking for.

@He whose name shall not be spoken I know that wouldn't give him what he wanted but the amount of code and instructions would of taken well to long than I could afford. I actually wrote the code needed for this last week ironically in Php on a word press site to on the homepage bring up the 2 most recent jobs posted and the most viewed news post so if you get to that stage j and need it I'll email it you
