Self pardons have questionable legality. Trump would have to gamble on a favorable ruling when it gets to the Supreme Court. He's better off stepping down for a Pence pardon.

He actually cannot pardon any of them. They have to be convicted of a crime in order to be pardoned. They will be in the pretrial stages for months.

A federal pardon can be issued prior to the start of a legal case or inquiry, prior to any indictments being issued, for unspecified offenses, and prior to or after a conviction for a federal crime.
