28' is way too big for your first boat. the beam will also be an issue as you will likely need a special permit to tow it legally. further, you will need a pretty serious tow rig as you are looking at 10K+ lbs between trailer and vessel and the tongue weight will be high.
if you're too dumb to listen to me about the above, get a survey done at the very least so your brand new land paperweight can be sold once you realize you are in over your head.
15K for a 2000 28' PC or CC is sketchy as fuck, even moreso with a trailer (as a trailer that size will be tri-axle and run a minimum of 5-7K). must be a glastron or some other tub boat POS.
if it ain't formula, chapparal, or cobalt.. stay away, generally.
