please research the concept of a 9mm and the reason in which a lot of police departments "adopted" that weapon of choice.

The M-16 was created during Vietnam War for the purpose of maiming. A small 5.56 mm caliber bounces around a person's insides, by shooting one person, you take 3 people out of the fight because two guys are dragging one person to be tended to.
