when I was in college I used SogoTrade, it was 3 bucks a trade at the time, not sure about now. I use scottrade now (7 bucks a trade) just because there's a physical office nearby, and I like to have the option of yelling at someone who can't hang up if the need arises.

it all depends on what you want. I think e-trade has more tools, but it's also a little bit more of a commission fee. what are your investment goals? and how much experience/money do you have? you can PM if you want.
