The Brookings Institute amongst other think tanks (Rand Corporation, etc) are known to advise in these types of situations. These dudes are brains who get consulted on an analyrical basis by the gov and alphabet gangs/ black ops who basically evaluate the decision making and benefits of say a 9/11, an assassination plot (soft kill, hard kill wacks) or something like this to get every beneficial avenue out of it from the public spectrum and political spectrum

the one thing that strikes me as odd about this event is how come there's no camera in the screenshot of the shooter that the cameraman grabbed if the dude was filming during the shooting. what was he filming on?
