easy. in the beginning whenever that was GOD made the universe
then in 1:2 we find that the Earth was drowned in water already.


do go deeper into study, the Bible in Ezekiel talks about the Devil being tasked with keeping the Garden of God on earth, and that was well before the garden of Eden.

Of course you wont believe this.
